Example $x + 2 y + 3 z = 0, 4 x + 8 y + 12 z = 0, 5 x + 10 y + 15 z = 0$ has 9 different coefficients but rows 2 and 3 become $0 = 0$ : infinitely many solutions to $Ax = 0$ but almost surely no solution to $A x = b$ for a random $b$ .
