Row $j$ of $U$ is a combination of rows $1, \dots, j$ of $A$ (when there are no row exchanges) If $Ax = 0$ then $Ux = 0$ (not true if $b$ replaces 0 ). $U$ just keeps the diagonal of $A$ when $A$ is lower triangular.
