The matrix

A = [\begin{matrix} 0 & 1 & 2 & 3 \\ 1 & 2 & 3 & 0 \\ 2 & 3 & 0 & 1 \\ 3 & 0 & 1 & 2 \end{matrix}] = A^{T}

has $0, 1, 2, 3$ in every row. I don’t know any rules for a symmetric construction like this "Hankel matrix" with constant antidiagonals.
