If $V$ is the whole space $R^4$, then $V^{\text{⊥}}$ contains only the zero vector. Then ${\left(V^{\text{⊥}}\right)}^{\text{⊥}}=$ all vectors perpendicular to the zero vector $=R^4=V$.
