The joint probability pij means that X = xi, Y = yj are both happending, if we fix X = xi first, then consider the conditional probability that given X = xi, the probability of Y = yj, i.e. P(Y = yj|X = xi), this even is independent of X = xi, so we can multiply them together to get the join probability.
