The joint probability $p_{ij}$ means that $X = x_{i}$ , $Y = y_{j}$ are both happending, if we fix $X = x_{i}$ first, then consider the conditional probability that given $X = x_{i}$ , the probability of $Y = y_{j}$ , i.e. $P (Y = y_{j} | X = x_{i})$ , this even is independent of $X = x_{i}$ , so we can multiply them together to get the join probability.
