I think $x \geq 0$ is needed in equation (3) for weak duality because we only know that ${(A^{T} y)}^{T} x \leq c^{T} x$ when $x$ satisfies $Ax = b$ and $x \geq 0$ . If $x < 0$ , we may not have ${(A^{T} y)}^{T} x \leq c^{T} x$ .
