If $N = 18$ and we have 9 vertical and 9 horizontal lines, in total we have $(9 + 1) \times (9 + 1) = 100$ pieces of the plane.

On the other hand $r (18, 2) = N (18, 2) + N (18, 1) + N (18, 0) = 172$ which is a lot more than with parallel lines.
