By Theorem 3.5 and the Corollary 2 after Theorem 3.6 we have that the maximum number of linearly independent rows of $A$ is the maximum number of linearly independent columns of $A^{t}$ and hence equals to rank $(A^{t}) =$ rank $(A)$ .
This is an instant result of (b) and Theorem 3.5.
