Follow the hint that for large enogh $α$ , we have $sign (x) \approx \tanh (αx)$ , so given $w_{1}$ and $𝜖 > 0$ , we set $x = w_{1}^{T} x_{n}$ , and $α = w_{2}^{T} w_{1}^{- T}$ , such that $αx = w_{2}^{T} x_{n}$ . If we want the difference to be small, then we want $α = w_{2}^{T} w_{1}^{- T}$ to be large enough, that is for a large enough $α$ , we have $w_{2}^{T} = α w_{1}^{T}$
